but i spoke to a russian ambassador to the eu today. and he said the end game, the goal of this is to eventually destroy syria's chemical weapons. so they're saying that publicly. >> that would be pretty good. that's a lot better than degrading and deterring. actually destroying those chemical weapons stockpiles would be ideal. but in the middle of a civil war, how complicated would be even assuming the russians and syrians are on board? how many people would be required? >> it would be extraordinarily complicated. first of all, you have to assume the syrians tell you exactly where the weapons are and all the weapons and all the information about the weapons. and that you don't have to play cat and mouse. but making that assumption, you've still got the fact that the rebels have a game going on, too. it's called their side of the civil war. they're not a unified command. i can't believe that they would agree to a cease-fire. in fact, some of the rebels have lusted after chemical weapons for years, the al qaeda elements. so i think this

your quick reaction to the eu decision. >> we really welcome this decision. this is something that i believe the french and the british and meetings with the french ambassador and british ambassador envoy to syria, they have been adamant about pushing the european union to lift the arms embargo. this is not a decision to arm the free syria army, but it is a very welcome development, just as the visit of senator mccain is a welcome development. we hope that this will result in aiding and ammunition and weapons for the free syria army to be able to defend assad regime before it's too late, before we lose the country. >> mohaz, thanks so much for joining us. we'll stay in close touch with you. >> thank you, sir. >>> up next, are there similarities between the bloody attack on a british soldier in london and the boston marathon bombing? >>> and who's behind a deadly new wave of bombings in iraq? change makes people nervous. but i see a world bursting with opportunity, with ideas, with ambition. i'm thinking about china, brazil, india. the world's a big place. i w

it is so small that it accounts only for .2% of gdp for the entire eu. it is having a huge ripple effect. we often talked about the european bailouts. we put that on the back burner. the issue is coming front and center again because the reality is cyprus needs a bailout. it's just the fourth country already, can you believe it, that needs a bailout. at this point there is an international agreement on the table to give cyprus $13 billion in bailout money. here's the thing though. anyone with a bank account in cyprus, they're going to have to chip in. there are reports that european -- euro-zone finance ministers want people to hand over 3% of their money when they make a deposit of $129,000 or 100,000 euros or less. let's say you make a deposit of $129,000 that, is $4,000 you're forking over to pay for this bailout. so we need to give a little. every citizen has to give a little. of course, this goes up and up if you deposit higher and higher. they go into the tens of thousands of dollars. the big worry is could this set a precedent for other countries?

the eu is behind it. now the last week of the first quarter, check out your investments this morning if you haven't looked in awhile. make sure you're balanced correctly for your age and your financial goals, because the s&p 500 is up more than 9% over the first three months of 2013. you can see this rally really took off around last november. 9% would be a solid return for the entire year. you've seen 9% in less than a quarter. everyone keeps asking me when is it going to end? that is impossible to predict. there's one ratio that wall street looks at, shows prices are cheap right now. at least historically speaking. two ways to measure stock prices, right? the share price, and something else called a price-to-earnings ratio. sounds nerdy. it's important. boring but important. and people are making money looking at this gauge. it measures the value of the stock market compared to what companies are earnings and their earnings reports. at the end of the 1990 bull market the price-to-earnings ratio was 29.
